NegEnt Drops
NegEnt Gocce is a CE Medical Device, based on nanometric and water-soluble micellar cannabidiol, called Terpenolol (Scrimali, 2025) and derived from bitter orange peels and olives. The guarantees of efficacy and absence of risks, provided to the consumer of NegEnt, are attributable to over fifteen years of official use of cannabidiol, as a drug of plant origin, in a European country, the Netherlands, and in over thirty years of use in Jamaica, as well as on the basis of the exhaustive monograph, published in 2018, by the World Health Organization. Also important is the consideration that Epidiolex, a drug based on cannabidiol, has been approved, both in the United States, by the Food and Drug Administration (FDA), and, in the European Union, by the European Medicines Agency (EMA), for the treatment of some forms of epilepsy, after having demonstrated undoubted therapeutic activity and high tolerability.
According to the English health authorities, cannabidiol is very safe, as a food supplement. In June 2023, Prof. Scrimali published a scientific article (a unique example, in the field of micellar cannabidiol, formulated in oral drops, which reports unequivocal experimental evidence of tolerability and absence of side effects of the product, achieved thanks to rigorous scientific research, carried out with a group of 150 subjects, who took NegEnt drops, for at least a month, and up to 4 years, without ever encountering toxicity problems (see the Blog page of this site). Some blood chemistry parameters were also evaluated, such as transaminases, which were never found to be altered (Scrimali, 2023).

The development path of NegEnt, implemented by Prof. Scrimali, to make the product available to suffering humans and pets
In order to propose NegEnt, in the context of improving human and veterinary health, it was necessary to address a series of scientific, technical and legal issues. Only recently, in fact, has cannabidiol been introduced into the Official European Pharmacopoeia as a Galenic drug and the regulation, for its use, still appears to be in progress, with the result of having to deal, even today, in Italy and Europe, with a regulatory framework of non-univocal interpretation.
In order to make NegEnt available to suffering humans and pets, a development path of cannabidiol-based products was implemented by Prof. Tullio Scrimali, both from a technical point of view and from a regulatory asset point of view, which is still ongoing.
As for the technical aspect, we had to start from the consideration, now well consolidated in international literature, that cannabidiol, in order to fully express its undoubted health and therapeutic properties, must be made more bioavailable and remain stable after opening the package. The cannabidiol molecule is, in fact, in nature, lipophilic and not water-soluble; CBD, proposed in bulk, consisting of oils, degrades rapidly, oxidizing, as soon as the vial is opened but, above all, does not exhibit adequate bioavailability, when administered to humans and pets. To solve this problem, Prof. Tullio Scrimali has developed and adopted, for NegEnt, an original and patented micellar formulation based on cannabidiol derived from bitter orange peel (Terpenolol; Scrimali 2025), which allows for long-term integrity during storage after opening the bottle, as well as high bioavailability when used externally as mouthwash drops or skin spray. When the drops are ingested, the micellar formulation protects the CBD from the digestive process, at the gastric level, and promotes its absorption in the intestine.
The isolated CBD, which is hydrophobic, is emulsified, conjugating it with short-chain fatty acids (MCT), derived from fractionated coconut oil, which constitutes the micellar carrier, capable of producing small hydrophilic droplets. This micro-emulsification is obtained, in the Herbal Neurocare laboratories, using a high-energy emulsifier device, at a constant temperature of 40 degrees centigrade.
The micellar droplets thus formed are therefore small in size, with a diameter of approximately 200 nanometers, and are therefore able to cross various mucosal barriers, or, for example, skin tissue, and subcutaneous connective tissue. Applied to the buccal mucosa and gums, NegEnt micellar drops can easily reach periodontal tissue. The incorporation of the CBD molecule into the micellar structure, consisting of droplets composed of MCT, therefore significantly increases its bioavailability.
NegEnt Drops, as you can see, is born from a long and complex path of scientific and technical development that has made a natural plant compound, such as cannabidiol, potentially very useful for human health, but, in fact, poorly effective, in the usual hydrophobic formulations, a high biotechnology product that enhances its bioavailability, making it very high.
Description
NegEnt Drops can be defined as a stable nano-emulsion, essentially made up of three main components:
a loose phase, composed of purified water, of pharmaceutical grade;
a diffuse phase, attributable to cannabidiol, derived from bitter orange peels (Terpenolol; Scrimali, 2025), encapsulated in micellar droplets, derived from coconut oil (MCT);
a vegetable emulsifier, sunflower seed lecithin, used to stabilize the droplets of the diffuse lipid phase, preventing their aggregation. This component promotes and preserves the quality of the product, keeping it unchanged over time, until the last drop is consumed.

How to use
Deposition on the sublingual oral mucosa for an almost instantaneous action.
Ingestion, in a little water. The taste is neutral and has no aftertaste. The action, in this case, is evident, not instantly, but lasts longer. Generally, it appears within an hour and lasts about six hours.
Dosage: from three drops, two or three times a day, up to ten drops, also two or three times a day, without any problem of overdose or appearance of side effects.
Side effects: Very rare and consisting of constipation or diarrhea, slight sedation, dry mouth. If they should appear, simply gradually reduce the daily dosage, until they disappear.
Habituation and Dependence: Treatments, carried out for years, with NegEnt Drops, have shown that it does not lose effectiveness over time and, therefore, does not require dose increases, as for example, happens with benzodiazepines. Other experiences have shown that even a sudden suspension does not create any problems, except for the possible reappearance of the symptoms for which the product was administered. This does not happen, however, if the patient, through psychotherapy, has developed new self-regulation skills.
Use during pregnancy and breastfeeding: due to the lack of systematic studies on the subject, and for precautionary purposes only, it is not recommended to take it during pregnancy or breastfeeding. If necessary, NegEnt Drops can be taken by the pregnant woman, from the fourth month of pregnancy, periodically carrying out, as a precaution, the blood dosage of transaminases.
